Administration panel has an option that allows the Lecturer to create other Lecturer accounts (bad)

A Lecturer account should Not be able to create other Lecturer accounts.

However, it is fine for him to create TA (Teaching Assistant) accounts.

See the attached picture.

TA (Teaching Assistant) account creation should only be done by a lecturer.
