if the file name contains "+".

Error message: File does not exist.

How to Reproduce
------------------


1. Login in as instructor 1348141*** at qq.com


2. Find course Software Architecture(CSC333)

3. Navigator to the first assignment submission portable

   Courses > Software Architecture(CSC333) > Assignments > Form a group

4. Click any attachment with a plus (+) sign in it.
